@Don Konipol has given you a great background/info.You need to pick a niche and dig a deep moat around your specialty.

Maybe redo the floor or first try deep cleaning it/the grout.

I don't know many investors in CA or NY or any deep blue areas.

Development requires deep pockets, patient capital and serious expertise but it is very rewarding and a lot more fun than the typical value add.

A single solid B+ property is better than two C/D properties - you'll have better chance of appreciation, and attract tenants with more stable income- which means more reliable cash flow, longer tenancies, lower-cost move outs, lower risk of evictions, no Section 8 red tape, and generally fewer expenses. 

Add lots of red tape that the 203k loan imposes on your GC, and cheap and fast are for sure not what you get.
