From my experience, lenders do not look at this unless getting a loan that includes a construction/rehab amount (draws).

Look for an independent agent who handles Commercial Insurance (especially construction or contractors). 

When observing the property from the outside and its surroundings, how would you evaluate it as a beginner with no construction or real estate experience?

Anyway, I'm very new to construction/reno loans.

They are looking to bring me in as a private money lender to finance the purchase and some of the construction.

That said I would try to stand the complaining short term because with reno anyone is going to be disturbed and you don't want to start a new market rate tenant under a construction zone if you don't have to. 

I realize this is by no means the best way to estimate construction costs but I was curious what the avg construction cost is these days in Los Angeles. 

New construction is expensive with labor and materials costs at a peak.Where are the opportunities these days?
