Look into a tax certification from "Tax Title services". 

I think you'll have more issues making sure the home is lead paint free so you can get your certificate to rent than the mold (don't think that is as aggressively policed yet).  

County Tax Collectors do not usually do such things where the plan will stay any legal rights the county has to sell off the taxes owed in a certificate or deed.

However, municipalities that do require such inspections must issue a Use and Occupancy Certificate, prior to the date of purchase, in the following manner:1) USE AND OCCUPANCY PERMIT: If no property maintenance or other code violations are found, a Use and Occupancy Certificate must be issued allowing the property to be used or occupied as intended.2) TEMPORARY USE AND OCCUPANCY PERMIT: If the municipal inspection reveals at least one violation, but no substantial violations (see definition below), the municipality shall issue a Temporary Use and Occupancy Certificate.

@Alan Grobmeier you don’t need any type of license or certification to own and operate short term vacation rentals in PCB.

You should be able to have them out within a week of receiving the Certificate of Title.

Tax liens/tax certificates sales are held usually every year in June.

What do you think about what Donny Baker wrote in Feb. 6 (this forum) about Arizona and tax lein certificates that are like bonds?
