There's no reason why you have to wait for a tenant to move out in order to repair a hole in the wall.  

I'm so tired of "this floor would look good with this counter top" and the contractor calling and saying I decided to go with this wall color.  

I cannot see pictures of the walls or foundation so i am unable to determine if there is a need there or not. 

From the visual, it appears to be an REO (field service notice in window) and it appears that maybe a DIY rehab/addition based on the missing outlet at 6' on the far wall?

Fix one corner of the foundation, some brick repair on one wall, paint, minor landscaping, and that's it.

If nothing else, through seams in the individual slab sections.One of my pet peeves is actually another technique that is pretty common here for the exterior walls of buildings, as well as concrete fences - leaving the raw concrete exposed to the elements!

Any time there was damage that the tenants did to my property (holes in the wall, broken locks, etc) the housing authority withheld rent until I fixed it.
