To me a major play in the MFH space would be REITs, Institutional Investors, some of the bulge bracket firms ect, but I don't think that's what you mean.

I am running into a roadblock with my current financial institution opening an equity line of credit on a property in my rental portfolio.

The general pattern is that 1) the state has an incentive to close beds at the state hospital in order to save money, 2) a new program (usually associated with a university) is written about in the research journals that purports to save money and have great outcomes for the clients 3) the state wants the local mental health agencies to start this program, but the state does not provide the budget to adequately staff and resource the program like the university did 4) the program is instituted with great fanfare and many promises. 

He supplies the big national builders and local developers as well. 

It is not a campaign speech, it is not a "I am going to do" speech, it is not a "about me" speech (Obama mentioned himself 114 times last night).The State of the Union is 10% Unemployment, soaring National Debt and a neophyte President.

Now, the obvious way and the method which is generally more welcomed by appraisers and lending institutions is to add value to the property (pay $60, renovate for $20, revalue @ $120).

Just wondering now whether the original post's "prominent bank in my area" was a local community bank that would do such lending, or whether it is a branch of one of the national banks ...

Although I understand your frusteration I Love my country & letting it burn is no solution to the current crisis.Policies must change institutions must be held accountable for their bad decisions just as anyone else still however flawed we do live in the greatest country on earth!
