You’ve clearly done your homework but find the deal first, get it under contract, then figure out how to fund it in the most efficient manner.

If you don't have the funds to sustain a DMM campaign, then don't bother - or find a way to get the funds. 

Contractor must have experience with the town Willingboro, willing to let me pay them electronically [credit card pay pal ect ect}, write out a material list that I will pay for from home depot,  can start work immediate and finish in a timely manner for amount of work that is left.
