No answer.What other options do we have here to find the owner and/or get the water shut off so the issue can be fixed and damage minimized?

In todays environment the Feds would shut George down quicker than a blink of an eye 

For example just the other day I called my plumbig guy because there was a leaky shut off valve and leaky sink knob.

For instance, if this is a desirable location you could market it under "near bars/restaurants" or as this is nestled between bigger complexes you could market it under "cozy/intimate setting".

He actually own the restaurant, Basil's, and his wife runs, Tapped.

Upon moving in, the tenant had to call in to 'turn the water on', and if the tenant didn't pay, the water was shut off.
