We feel the Property Management company was partially negligent because we did not know for months what was going on with the house and tenant except for a response that there was a "Tenant Issue", but nothing more.

Hi 125- 150 per month assuming 2 brs, for Dec - feb, give or take, Just assume a bit more , Also water is your responsibility as well, assuming its a two fam house, 500 per year each, or put a another meter in and have tenants pay.

I primarily need advice on:- Is it a good location for rental & What kind of tenants it will attract- How to rehab to maximize return w/ cost estimation- Conservative rent projection based on the rehabI need property managers for it, I tried to contact a few companies, but their response seems slow and I won't be able to directly talk to the actual property manager.Anyone can help?

I would say that it's the property owners responsibility unless you know exactly who did it.
