Now once the rehab started, we realized there was some structural issues with one wall, there was extensive wall damage due to poor plumbing in the bathroom.

If you have a higher rent rate and are excluding too much of the prospective tenant pool it will be hard to fill the property regardless of time of year.

They also get the parents to sign on the leases for money if the kids damage the units.  

I have thought about putting one of the leak devices that you can buy to put next to the washer and install it above the dry wall in the ceiling, but if that requires for the actual water to touch it, it may not be very useful as probably by that time, I will already see damage or spotting in the ceiling.

The next advice is to make sure the home is not substancially damaged in some way that is not easily seen. 

Hiring a 3rd party PM company without intimate knowledge of parks is a recipe for more brain damage than you can imagine.
