Unless you are real rural, like the type of areas that the Raneys (Homestead Rescue) help out Homesteaders, I would not expect that you would get away with your plan.On Homestead Rescue, the Raneys do things like move houses, build new structures, divert water, dig wells, erect windmills, etc. seemingly on the spur of the moment with no permits, etc.

Buying foreclosures can be a good strategy, however at the current moment I believe all foreclosures have been postponed (at least here in ohio they have been) until the COVID 19 pandemic starts to clear.
