Are they included in the monthly rental or considered a separate fee in addition?

That included everything and install. 

A landlord's written notice of damages must itemize the nature and amount of tenant damages, including any unpaid rent or utility payments, and must be accompanied by the balance, if any, of the tenant's security deposit not being claimed for damages plus interest.Did your landlord provide you with an official "written notice of damages" within 30 days of you moving out?  

Most of them - especially the small mom and pop operates - tend to overstate income (If you raise rents you'll make this" and understate expenses by conveniently forgetting to include some of them. 

[I strongly suggest you don't muck any seller about - including cities!]...

For example, the broker name and fair housing logo must be included, and have display guidelines.
