For tracking purpose, you can set up the property address as parent customer, then the actual tenant as sub-customer (i believe in desktop, it's called job).

Who knows, but these laws have addressed transient rentals since the 80s.There is a case where the judge actually applied the “loophole” which hurt the TP as they wanted to use STR hours as REP hours.

Other than the actual neighborhood, it depends on if it is sailboat access (draw bridges or no bridges) or what the clearance on bridges is which of course determines the size boat that can be used.
