Always check their previous rental history and contact their previous landlords before agreeing to rent an apartment to a prospective tenant.At this point, she's already in the apartment and it's unlikely that you'll ever get any type of judgment in your favor for a security deposit that you'll actually be able to collect on in a state like CT.

So if there's no law against charging for your time and you charged $10/hr, with good documentation, a judge would look at that more favorably than $100/hr.
