Clean and simple. 

From what I've heard, vacation destinations are your safest locations if you are worried about over-regulation since they have had STRs for many years and have already established regulations that the community is comfortable with.Take this with a grain of salt. 

But I need to plaster one wall, put a coat of refinish on the nice hard woods and just do general clean up and paint.

Savvy, well-established syndicators are already doing this.

@Jonathan Bombaci I like the idea of trying to maximize the proceeds, but even if he moves out willingly I'm left trying to clean/repair/renovate then list and sell a property three states away from me. 

Granted that was in a well established rental area so it was easier to find that kind of thing but I would imagine there's someone that does it in a place like the poconos.
