The owner has been working on chasing leaks and now has the water bill down to a semi reasonable level. 

I ended up buying a reliable small mower for the tenants to use, and included yard upkeep in the lease for them.The girls I'm renting to work in a nursery, and as parts of the back yard have nothing really growing there, I told them to feel free to plant whatever they wanted.They seemed to take some pride in how it looks and enjoy it, plus it saves me from paying some super expensive bi-weekly bill to have some professionals come do it.

I have two rental homes that do well and have been paying for themselves along with some other bills I own.

What about unpaid medical bills, credit card and other miscellaneous debts? 

Your margin for error would be razor-thin.Moreover, I think you'll feel better about making investment decisions when you have the proper financial tools to analyze your deals.

Pay the bill and bill the tenant, it is a violation of a standard NC lease for the tenant to hire a contractor to perform a service to the premises without your knowledge or permission.

There is ratio equation that calculates the bill for tenants based off of occupancy and square footage.
