Also, in some cases, having utility bills in collections means they can't establish new service in their name if they were to move in (at least not with the same company).On the other hand, if they had one incident five years ago - like maybe a car accident, and accumulated some big medical bills that they couldn't pay at the time so they subsequently went into collections, then that might be something I could work with. 

Unless its a special program Like Doctor/Medical loan then they cover 100% No down up to $2 Million.

I did some further research into renter's insurance after reading this thread and found that it not only covers the renter's personal property, but also liability for things caused by the renter including medical bills I other damages.

How close to medical facilities, shopping, etc.? 

If this is an actual medical condition, severe enough to be considered a disability, then you could make the reasonable accommodation.

For instance in my town there are a lot of vacant medical office properties right now.
