D rules and there really is not good way for these shares to get traded on the secondary market because the issuers need to protect their exemption.  

Are they fixer-uppers in class D neighborhoods in her local area, turn key properties in class A neighborhoods in other states or something in between?

Yes, Jupiter has some nice areas without as much traffic and not as many C and D areas as West Palm.  

Make sure that what you do makes money (as in cash flow) and you have reserves (plans b, c, and d) then you DO IT.Finally, no matter what the market, the best deals are not on the MLS.
