I believe on a duplex I just sold the tenants security deposit was transferred to the new buyer and they had to setup an account for it.

I understand what you're saying, but unless you something in your deed/title transferring you a structure, that is on land you don't own, I don't think the fact the county is assessing you for it, gives you ownership.
