Lending on auction properties can also be very difficult process so I don't recommend going auction route unless you have the cash to purchase and deal with unexpected surprises.

The only time I really checked out real estate prices was in Oslo, and I was surprised to see that they actually seemed cheaper than in San Francisco, though I know I didn't have any insight into the taxation of property in Norway.

I think you'd be surprised how many tenants can wake up and suddenly manage things when they are legally served.
