My thinking was to get a fixer within the fha guidelines fix it up and refi out so I can use the loan product again.

Problem is that their offers have 30 days validity and in such a dynamic situation, anything could change in the intervening months before signing, what if our financial situationchanged and the offer was not renewed in time for the purchase?

What source(s) are you using to validate your estimated rental income? 

I cannot think of another instance where products or services are TAKEN from private citizens and handed out.
