Moreover, it sound like you live pretty close to the property, so you might even be able to cut that number down by doing some of the repair and maintenance yourself.I would look concretely at what the taxes would be upon a sale (it looks like you're a realtor so check out what the current taxable value is on the property by looking at the public record), speak with an insurance agent about what they might charge for a premium on this property, and gauge how many repairs you would need to do in the next 1-5 years.That's where I would start if I were looking into this deal.

The work is fairly straightforward: full bathroom rehab, new flooring throughout (I will have a clean concrete floor), new cabinets with new construction for a washer/dryer unit (need to run plumbing, vents, possibly electric) and 18" dishwasher that are not there currently.

(Wolf Tip: Establish rules on how much they are preapproved to spend of your money and assume your being overcharged if they are to busy to justify and document  the basis for the expense.)The sheep investor looks at their $5,000+ polished turd house and is counting the rent before the first tenant gets identified but is so relieved to not have to manage it they overlook all of the obvious warning signs.Ok, now that we have a property mis-manager we need a tenant.The wolf investor knows his house is not going to attract the best tenants and so he looks for the the tenant with the most manageable issues.
