We have agreed on a fee of 1 months rent in exchange for letting them out early - is there any paperwork or documentation that I need to draft up? 

You could keep a small amount if it was stated in the paperwork as you now have to screen another set of tenants.

The buyer says they are NOT responsible for the delays because they turned in all of the paperwork they were asked for, and they do not agree to take a single penny off the credits.I say they breached their contract because the closing date came and went and they never sent me a cancellation or an extension request.

It does require tenants signature but if after Owner has completed all the necessary application paperwork, tenants who have vacated decided to not communicate, not collaborate, then I will still pursue with the program administrator to grant me an exception and consider me eligible as it can be argued that Landlord did everything lawful and the non collaborative party is the tenants and that should not take my right of compensation away.   

There are extra hoops to jump through (paperwork and inspections) but once you figure those out, it can be a great niche. 

If it was not cashed, put a stop payment on that check and send her another, or send it to her by electronic payment and email her a copy of the disposition paperwork.
