I don't know what the building looks like or the square footage of exterior wall space, but a typical painter who works with investors could easily charge double that.But again, I haven't seen the building, and price will certainly vary depending on the specific contractor...

That could easily be constructed as a loan of your purchase price, with payments equal to the rent and a balloon payment equal to the repurchase price.
