Furthermore...if they aren't paying rent then they are probably owing money all over town...their reputation is shot anyways.Would a public eviction damage their reputation?

If it doesn't spell anything out then it's probably better just to find another cleaning company and let the first one know that you're going to tell everyone in town that they do a horrible job and screwed you over.

The city controls this by making people bring either a copy of their deed to the water dept or a copy of the lease agreement before they can put the water and trash in their name.

Just be careful that you control the purse strings carefully.I don’t want to give you the impression that most contractors are lazy or unwilling to live up to their agreements, because that’s simply not true.
