The one I have my eye on is a triplex town house style, built in the early 90's, two bedroom 850sq ft. each.

If it doesn't spell anything out then it's probably better just to find another cleaning company and let the first one know that you're going to tell everyone in town that they do a horrible job and screwed you over.

The city controls this by making people bring either a copy of their deed to the water dept or a copy of the lease agreement before they can put the water and trash in their name.
