hoa responsibility and drainage problem

we have drainage problem which affects the sewer and my garage. we had the sewage problem fixed which was suppose to fix he driveay drainage problem too but still the water from the common area driveway still floods my garage.when i say common area this is the driveway everyone has to use to enter and exit the condo. i am in a duplex condo.

I say usable because there are plenty of garages that aren't big enough for a modern car, are deep in the fenced in, unpaved back yard, etc.

If the house is on a concrete slab (as in Oklahoma/Texas), I would not install anything for flooring, and instead look into getting the concrete floor stained/epoxy coated.My next option is porcelain tile using a modern rectangular tile instead of square.
