Typically if the local government is investing in infrastructure then they expect the city to continue to grow. 

You monitoring the home when you don't live there is more likely to cause problems with the renters or expose you to a lawsuit.

Depends on how closely they monitor in red bank. 

As others have said that values are much lower here but city infrastructure still needs to be maintained.
