Im not talking about voluntary rent control where a property owner voluntarily makes a deal with the city to provide below market rentals in exchange for tax breaks, right to build more units, etc.  

Should I sell and through a 1031 exchange reinvest the money in another rental I have almost paying off the mortgage which would cash flow about 2k a month.

However, you are competing for properties with companies that have their own call centers, years of experience and mature call scripts and statistical algorithms who are calling owners every day all day long.Having said all of that, if you are going to use foreign VAs, I would suggest using Philippine VAs as their English is excellent and with little to no accent. 

It could also be a cracked heat exchanger, which requires replacement of the furnace. 

But you'll still have the 1031 exchange option to defer all tax and depreciation recapture if you sell later.

You should not be treated as a foreign investor.
