I am sure they would not be the first foreigners to invest in the US, I just want to understand how can they do so by either minimizing (legally) their tax implications in the US or avoiding double taxation.

There is ample information on the clerk's site telling you that you may not get clear title, and warnings as you register to bid that you should seek legal counsel if you're not sure of what you're doing, and that there are risks associated with legal auctions.  

There are ways to deal with these situations, and it depends on the property and the lien holder, but it's possible to do some pretty incredible things if you are willing to invest a little more in legal costs to close the gap on your losses.  

I need to know if there's a legal form that I can have the workers sign stating that I am not liable for anything.

Do you need to collect specific information about the tenant for the policy?

Ask specific questions, this is your property and you have a right to know what is going on.If he still does not respond, then I think you have to at least call an attorney and make sure that you are proceeding legally (for your state).I would bet @Nathan Gesner would have some ideas on this.....Good luck!
