Generally answer will come down to what you will be doing with the money (funding the repairs or borrowing for the repairs - what would your alternative use of that $ be?)

My recommendation would be to pay for that specific utility if the meter is shared.

Check statistical data on the specific city/neighborhood - FRED and other city/government websites publish the number of people coming into the city, population density and local news can tell what businesses are coming inHope this helps.

Real estate specific tax law is very complicated and dynamic.

We are heavily targeting sale leaseback deals specifically. 

Specifically, there's job growth (Intel, Honda, Amazon, Nationwide, etc) and the population is growing (unlike Cleveland or Cincy).

I already own the land and have architectural plans and a GC but I just have no experience in this specific area.
