I have been spending the last few weeks figuring out how to recover some money, I have talked to attorneys and they want on minimum $4,000-$5,000 to file a civil case but I am only suing for around $8,500 for the general contractor so it really doesn't make any sense.

It was undoubtedly the appraisal That is the highest amount difference($100,000) I ever heard between selling price and appraisal  The agent who sold you the house, seller, can all be culpable but do to the small amount($2000) try small claims court I would file a complaint with the real estate board also .
