At their lease renewal walkthrough we discovered that there were actually 11 people living in the unit as the "one person" had two teenage children that moved in as well.

Laws like these generally have very little in the way of enforcement, because as you've discovered nothing in the purchase process will actually stop the sale except someone not closing because of the law.

Yes, there are some bad apples (gurus) out there, and you should not have to mortgage your house to get into their programs, but there are some good coaches that do not charge enormous fees.There have been many people that have scraped up enough money to pay an earnest fee on a property only to discover they did not calculate the numbers relating to the project correctly and they lost their money, or worst yet continued in the deal and lost even more money.When analyzing a project, there are many factors to consider.

What I’ve seen in the South for $1mm is quite remarkable and given the right areas (I’m still discovering) could be enticing for single folks and/or families starting out where remote working is now the norm.

You’re not going to want to “discover a new job opportunity” after signing if your employer has no reason to break the law covering your fraud by saying they didn’t offer you the job before you signed.
