However, a lot of communities are starting to allow signs on private property (with owner's permission of course) and they're not dictating content.  

Another option would be a private lender.

Is owner financing involved, do you get other private investors, do you bring in a partner, or are you only going to stick with something in your budget for a traditional 20% to 25% down on a commercial loan?

Of course, there are other ways to get into properties that get around this and keep your cash out of pocket lower (think BRRR with private money or hard money financing).Andy
