[FYI- The township of Bloomfield, NJ Uniform Construction Code: 149-8 has a lengthy document on construction fees & 149-3 has more info on Certificate of Habitability (Occupancy) fees].   

Most municipalities won't give an Occupancy Certificate without proper screens on the windows.

It was minor and the cost to repair was $3500 including the engineering certificate and plumbing inspection.Your issue sounds more severe to me.
