There has to be another approach, other than landlording, that I could possibly capitalize on.I am willing to pay/jv/parnter...whatever I can do to get to an income producing level that will make this transition viable.I just feel like I'm missing something..............

A very general rule of thumb is that if the tenant does something that causes the landlord to spend money, and the reason for the expense is due to more than standard wear and tear, the expense can be passed on to the tenant.

If not maybe hiring a company that can speak spanish will improve oocupancy.Here a new landlord requirement is e-verify to make sure they are legal.Most concerns with hispanics is if they are illegal they worry about being caught and deported.What are the immigration laws for the area??

...I would imagine that many BP landlords are getting Section 8 rent, where the voucher amount and the allowances for utilties by the housing authority end up setting the rent received by the landlord.For your existing tenants, you could probably get away with the bigger increases - if their income was keeping up and other rental units in the area also went up similarly.
