Turn Key can mean a lot of things to different people, I've seen "turn-key" with what appears to be the original, 50's era kitchen and bath.

Find a local hard money lender, you'll get the quickest underwriting approval and best terms.

With SB13 allowing bootlegged safe units and the likely extension to the 5 year window due to the shortage of units, I am unsure there is much risk in the near term.
