figure re-roof at about $300-350 a square (100 sq.ft), if it has 1-2 underlayers. will be more if the decking is shot. check the garage for attic access as well. 

We have a Floor & Decor here where I can pick it up for around $1 a sq foot and then pay $1.50 for labor, plus shoe mold.

So if you can figure out a way to divide either of the units into, say, 2 x 2BRs, there's a whole lot of upside -- rents per square foot are way higher for 0-1-2 BR units than 3+ BRs.
