Does anyone here have experience clearing a title after a tax sale in upstate New York and subsequently selling the property to a retail buyer? 

This will help you narrow down your "expectations" and will speed up your site selection process.

@Chelsea Yanc 1) Find a rental application & lease that complies with all state and local laws2) Figure out a screening process, including pulling credit reports.

Don't sink every dollar you have to get through the closing process.

(obviously this would be a difficult selling point) I don't see why this would matter since it could finance like a SFH, look like an SFH, built like an SFH, recognized by the city as an SFH, etc.

You won't be able to go in front of a judge to process an eviction without that evidence.
