In my opinion, this entire class description is just so much gibberish.

As to borrowing from from your 401(k), check the Summary Plan Description and check with your HR Department / Financial professional (I'm not one and this is not financial advice).

My geographical area of interest isn't confined to one state; I'm open to opportunities across the country.

However, in the description, It says "Property needs structural support from underneath, Replacement of tight tank is buyer's responsibility, and the sale of this property is subject to obtaining a License to Sell from the Worcester Probate and Family Court."

And put in large CAPS in your listing description that visitors are not allowed.

I submitted a plan for a patio cover that has all details including post and beam sizes, hardware, footing description, etc. 

The original verbiage seemed to imply that "an actual sub2, there are no foreclosure possibilities", when a more accurate description is there are foreclosure options, they just take longer to process through the courts because you would first need to obtain a judgement lien against the property and then try to collect on that lien unsuccessfully for several months before filing foreclosure. 

I typed up my description, posted it to Zillow so far.
