I will however have to disagree about the comment regarding a public adjuster being a door knocker - in fact, we very much discourage EVER go door knocking, and in some places (more and more it would seem) are making it illegal to do so. 

I'm sure it's most likely frowned upon but on the smaller scale apartment buildings, during due diligence has anyone ever tried speaking with tenants to uncover any existing conditions or deferred maintenance problems they may be facing?

It really does depend on what your target audience is, for example if it's tech professionals that could potentially change what works best.
