If they can give you answers relating to the dangers of violating the B&P Code, how to mitigate these dangers as much as possible through the way the contract is drafted, how to find a wholesale-friendly escrow company, what contracts are required for a wholesale, etc... then you found the right one.

I've had numerous friends and colleagues offer me substantial amounts of money to invest (in one case $1M) and have finally decided to take a serious look at combining some of my funds with my friends and colleagues to purchase an apartment complex. 

I have a partner (childhood-friend, non-veteran) who would split with me the down payment in excess of the entitlement ($649K for San Diego) and any renovation costs. 

Even in a Landlord-friendly state, I'm not willing to force it in court so why bother?

None of my friends who rent in the area, regardless of mom & pop landlord or major management company, have had to fill out W9 forms nor appear in person at a bank...The interest rate on those escrow accounts is comically low, barely above the state minimum that you are required to give back to the tenant. 

I would then promptly provide my good buddy friend of mine landlord with the receipts as he asked.I am sure that while I was out shopping I will have seen a nice stainless steel refrigerator which will be perfect to replace my soon to be broken/sold one.Oh, and by the way- I will continue to keep paying my rent late without repercussions.
