I saw people spending all their disposable income on alcohol, cigarettes, and at the casino.

Without extraordinarily significant increases in job growth and wage increase rates (six digit percentages or better), probably not.

But Vietnameese pho can still maintain single digit price.

If you could take that same capital to buy a rental that would yield you double digit returns & that you could use the cash flow from a rental to make your monthly loan payment wouldn't that make sense?
