I would agree with @Rich O'Neill about the areas of West Philly, you can certainly find a duplex far below 250k that needs some work done to it, and will bring good appreciation in the long term.I would also consider looking in Delaware County, specifically Drexel Hill.

It was a dumpy, neglected house in a great neighborhood with a massive .5 acre lot on a cul-de-sac and had a lot of potential.

I have got a few single family properties and a couple multi-family properties in Wilmington and Newark, Delaware. 

You could pour 20-30k into this "unit" and then have to de convert all the work you did just to sell.
