Some reasons people might come from a class c to class a area aside from change in circumstances is that they moved to an area and misjudged the original rental or they now have a partner occupying the unit. 

@Michael Johnson I would encourage you to try the cash for keys route and would not under any circumstances cut off the water or power to the property.

Some people prefer top load (without agitator) because they have larger capacity and can do a better job washing in some circumstances because you can soak.
