Nothing was communicated about getting a lower rate either prior to me receiving this latest CD and I told my lender multiple times that I don't want to pay anything extra at closing for a lower rate if my closing costs don't cover it since I need all of my cash for renovations on this property.

Give her a non-renewal notice early so she knows she's not going to be there in the future, and with that say you would give her a mutual lease release with 60 days notice prior to the 1st,if she decides to leave earlier.Advise her that point the security deposit is refunded per your conditions sheet.

It does seem reasonable for a prospective tenant to negotiate a later start date which your PM may have agreed to with the tenant, but it would be prudent to have your PM notify you of this prior to agreeing.I don't know the details of your relationship with your property manager or what lives in your property management agreement, but if you provided the 9/1 date, and PM actually listed at 10/15, then you should be entitled to some credit, in my opinion.
