If you are looking at a Community College market contact the school and try to understand housing options for students and what percent of the student population moves to the area and rents opposed to just locals taking classes or starting their college career.

Think high school student council. 

(You will quickly realize, its not easy to learn tax)However, you really cannot learn it unless you are doing it or went to school for it.
