If you meet the minimum requirement you are in compliance.I have spent my career as a building inspector and you certainly need to meet the minimum.

As both an investor and a licensed electrician I get both sides of the struggle as far as "I want it done as fast and as cheap as possible" and also "It needs to be done right".I would probably expect to spend somewhere around $5,500.00 give or take depending on how your local inspectors are.

How do you find a good inspector and construction crew when you live out of state of your market?

Get a rent roll and actual financials, and have the building inspected by a professional inspector.

We were told by the inspector that it was a moisture issue but we put in insulation and moisture barrier and a dehumidifier after closing and still the hump remains.

Find an inspector qualified to check older structures and do your due diligence.
