If the loan failed to complete successfully, part or all of the 20% would be applied as necessary to correct any deficiency in the loan balance.These loans would be made only for home located in land lease communities, and only in states that permit unrestricted chattel lending, that have signed a community agreement between the lender and the community.As part of the joint venture, you would be required to assist in any necessary collateral recovery and security.All interest and fees would belong to the 80% lender who would be legally licensed and fully compliant with state and federal laws.You would agree to have and maintain a compliance management system sufficient for a retailer and/or community as required by state and federal law to protect the licensed lender from third party liability.Yes or No?

Just like wages, the more stringent applies, federal is below 8, but if you live in CA you need to get paid at 9, and in some employees in Santa Monica, they need to get paid at least 15.37.

Government protects citizens even when they don't have common sense or act to their detriment to an extent, even the stupid are protected, well, especially the stupid.The owner who says all I want is $100,000 when the place is worth $140,000 isn't acting in their best interest, they are being stupid, unless there is a really good reason they must sell right now (usually they can't anyway).

Everything John said is on spot, especially it being a high end neighborhood you could get the city interested in helping you'll need your salesmanship to do it, a lot of times as far as I know Governments aren't giving out money these days for renovations but they maybe able to steer you towards grant money, overall it sounds like your father has plenty of time to decide and that number one is in your favor I wish you the best I get the feeling you'll  gut the house and do a major redo make sure you send me photos
