You should wait until you see 5 to refinance in my opinion and use your income, which must be good, to work on an investment property.

Conventional guidelines will ask you to have owned the home for 12 months before you can do a cash out refinance.

If push comes to shove I'm not above offering cash for keys to cycle out a bad tenant and get the unit ready for a good one.
