Not sure where you are in the Bay Area, but I called Weights and Measures in Santa Clara county once about sub metering water (gas and electric is already separate) and my concern was more in the way of using an approved meeter.

Download app to both devices, activate an account on the one to be used as camera, sign in on the monitoring device & you're done.There is also an app for the android but with so many of the kids iPhones floating around I haven't bothered to review it.

Maybe distribute flyers throughout the neighborhood that code enforcement with officials will be monitoring the neighborhood for the next 2 months for the "neighborhood watch" and reporting violations to the police, housing authority, census, DHS ...etc.

While renting you could monitor any movement by placing markings and measuring crack widths, and by stringing line attached to house that represent the current slope and independent horizontal string line with markings where measurments are taken.
