We contacted Renters Warehouse during escrow and they assured us they'd be able to line vendors up for us once we closed, however, it's been almost 3 weeks and we still don't have an estimate for paint (which is also delaying getting the property marketed and rented).

I think it's imperative for you at this time to start having conversations with local investors agents to see how they help with your search (analyze deals, off market opportunities,  connect you with vendors, etc) and begin going to some REIA events to see what's going on in the market.

Often you cannot get the information on amounts due from the city or county but rather have to contact Jordan Tax Service and pay for reports (you can confirm with the city that Jordan is still the vendor they use for collection of delinquent accounts).
